Governor Gavin Newsom Proposes Legal War Chest to Challenge Trump’s Second Term Policies

On Monday, California's Democratic Governor Gavin Newsom unveiled a proposal to allocate up to $25 million in additional funds to prepare for legal battles against the incoming administration of President-elect Donald Trump. This announcement was made on the opening day of a special session in the California legislature, designed to brace the state for Trump's second term.

If the legislature approves the request, the California Department of Justice and other state agencies would receive this funding to support lawsuits in key areas such as reproductive rights, environmental protections, and immigration policy. Governor Newsom explained that the new litigation fund is necessary to safeguard essential services, including disaster relief and healthcare, which millions of Californians rely on daily. He emphasized that the fund would also protect the state's economy and its citizens' civil rights from potential federal overreach.

In addition to defending California's interests, Newsom noted that these legal challenges could help secure federal funding that would be necessary to maintain critical state programs. He highlighted that California had previously achieved success in its legal confrontations with the Trump administration during its first term. Attorney General Rob Bonta, a fellow Democrat, assured the public that his office would be ready to respond rapidly to any action from the federal government, including seeking restraining orders and injunctions when necessary.

Between 2017 and 2022, California invested $42 million in legal efforts against the Trump administration, filing over 120 lawsuits. In anticipation of the upcoming battles, state legislators have also introduced bills to protect abortion medication access and enforce the Reproductive Privacy Act.

Newsom's office expects this special budget legislation to be signed into law before Trump's inauguration on January 20.
